I may state that Lui Chui alias Li Kwai Fan has since his

condemnation to death admitted his complicity in the crime up

to within a few minutes of the commission of the murder.

In view of the serious disclosures at the trial implicat-

ing as they do High Chinese Authorities at Canton, I requested

the Acting Attorney General to consider and advise upon what

evidence there is now in possession of this Government upon

which others not yet brought to justice in this case could be

proceeded against, and what evidence there is of the complicity

of the Cantonese Authorities mentioned. I now forward a copy

of Mr Sharp's opinion. He states that there is sufficient

evidence on which to charge Tung Cheung, who it is understood

has been raised to the rark of a petty official, with murder;

and to charge with conspiracy to murder, Yeung Tsing Kai, Capt-

ain of a small Chinese gunboat, and Ng Sui Shang alias Ng LO-

Sam formerly a resident in the Colony but who was banished in

Gou 1901 on suspicion of being implicated in this murder, as at ready.
